Ms. DeLisia Utley is a Human Resources Professional for the Federal Government.  Ms. Utley holds a Bachelor of Science degree in Business Management with a focus on Human Resources Management. She is currently seeking graduate education in Organizational Development and Adult Education to focus on her passion for leading and educating others. Ms. Utley is also a licensed cosmetologist and often volunteers her services to women and children in need. Ms. Utley’s long-running experience with community service and personal encounters with domestic violence prompted her to seek position within The W.I.S.E. Org as serve as an Ambassador.  Her lifestyle and purpose aligns with the organization’s mission, goals and objectives as she is dedicated to serving those in need relentlessly.  Ms. Utley’s primary focus is to aid in empowering women from all walks of life, regardless of status or circumstance.
